While the author tells of the rapes , murder and other abuses, it's such a small piece there's really nothing there.

If the author thinks the proposals he recommends will fix these massive abuses he is sadly mistaken. Putting a few thousand new faces on the ground and having Hillary stop by would be a good photo-op.
