I like how this is broken down item-by-item for President Bush's "scorched-earth" retreat in providing additional messes for Obama to clean up. I particularly found interesting the ironic twist as a way out provided by Newt Gingrich with the 1996 Congressional Review Act.

As if the Pres. -Elect doesn't have enough on his plate with the mortgage and auto industry crises--not to mention the Blagojevich mess to boot!
