This certainly raised interesting questions for be, but the author's case is weak. It does not follow that Lashkar's reputation for "clean-fought mountain warfare" precludes it from being a high-profile suspect in an act of terror. The author glosses over any explanation for why the attacks were not in Lashkar's interest, and offers little concrete evidence for why India isn't going after Dawood Ibrahim. Wouldn't India prefer to pursue an actor within its own borders?
