Horton's insight into the importance of Alexander's story of torture in Iraq indicates it is important in showing war crimes by Bush administration torture directives in Iraq. He calls for a presidential commission of inquiry.

these memoranda were written after the fact in an effort to protect people who had already engaged and implemented this policy. So this is a bombshell, in fact.
