President Bush acknowledged for the first time yesterday that the United States is not winning the war in Iraq and said he plans to expand the overall size of the "stressed" U.S. armed forces to meet the challenges of a long-term global struggle against terrorists.

Informative, but fails to include the perspective of those who are opposed to increasing the size of the US military.

Important story, though my initial reaction to the piece's initial focus on semantics on whether we're winning or losing was annoyance. Why emphasize that compared to the actual plans to increase size of troops and its costs (increased casualties, 100 billion US dollars, etc.) However, on second thought, linguistic framing is important. Note the prior scuffle regarding calling the situation in Iraq a "civil war".
