Good story on an issue I thought we'd be seeing more coverage of. Though this is short, some thorough reporting went into this piece and the Journal doesn't engage in any reckless speculation. Sourcing is satisfactory, with input from current and former intelligence officials, members of congress and ACLU.

Yes - though a brief overview of points of chance (e.g. the largely symbolic closure of Guantanamo) would seem desirable.
