Given the clearly failing current US strategy in Afghanistan, a new approach is only to be expected. The story perhaps should have included the fact Iran has been helping with economic development projects in Afghanistan.

I think there is no military solution to the growing insurgency in Afghanistan, and that Iran, China and India need to cooperate with economic development projects connecting Afghanistan to them. Pakistan is a bit sensitive when India gets deeply involved in Afghanistan, however.
