The explanation of the problem is poor, and in fact does not make sense. It doesn't even identify the voting machine model. There are claims from a number of viewpoints, but the story doesn't clear up the confusion. Instead it leaves me with more questions. A small error: it would be the third change of systems, not the "fourth change".

I am an election official who works with the same machines mentioned in this story. They truly do not have many alternatives.
