Perilous transition

Compounding the challenges facing the next US president is the transition from the old administration to the new. This is no small matter. American handover arrangements would strike politicians and civil servants in many other countries, especially Britain, as odd at the best of times. Yes, transitions are always a problem, and this article points to and/or implies the kind of troubles that could lie ahead for a new president. And although it notes that several layers of bureaucracy will (eventually) turn over, the fact is that a lot of the Bush people will have achieved some form of tenure and can subvert programs.

Remember the Kennedy administration - a few months after that election, there were complaints about how a (much smaller) bureaucracy was thwarting JFK & co's efforts.
