Perilous transition

Compounding the challenges facing the next US president is the transition from the old administration to the new. This is no small matter. Yes, transitions are always a problem, and this article points to and/or implies the kind of troubles that could lie ahead for a new president. And although it notes that several layers of bureaucracy will (eventually) turn over, the fact is that a lot of the Bush people will have achieved some form of tenure and can subvert programs.

Remember the Kennedy administration - a few months after that election, there were complaints about how a (much smaller) bureaucracy was thwarting JFK & co's efforts.
