Everything seemed to be going well until this quote was thrown in, "We even grew vegetables," said Martin, who has sweet potatoes in his front yard. "They make a good ground cover and they don't take much water." I don't think that this is relevant to the story.

There is not a lot new here.

Not a lot new in this story. The main point of the story is that credit is harder to get these days, which most of us already know. The change of credit card rules (in the title) is covered only briefly and in little depth.
