The article does not include much new, but is a measured call for reform of the system of registering voters with open processes.

An important part of the big picture is missing: HAVA requires states to cross check names (although it doesn't say to purge). This story has useful advice and insights, but I think it could have explained the basis for it's recommendations a little better.
