More Than Immigration and Borders
According to the U.S. Constitution, Article I, Section 8, Clause 3 Congress is given power "To regulate commerce with foreign nations, and among the several states, and with the Indian tribes." This "commerce clause" means the first responsibility is for Congress to regulate trade with foreign nations, secondarily between the states and last of all with the native peoples.
