Well, I guess it's got 'quality' in that it summarizes efforts of the new Europe to find common solutions to a what its countries see as a common problem. It doesn't address the causes of the migrations - many of which are European or American originally. And as someone who has known immigrants all my life, I only want to cry at the idea of closing borders in desperate peoples' faces
