This appears to be the modern version of a round-up story--or update of an issue, in this case EU immigration--relying on previous reports without citation. In fact, no source is cited directly. Below I'll include a few links so that you can see where source data might have come from and why this is more an executive summary of EU immigration policy than a news report for the public. We're seeing more of this type of journalism because of Internet. By relying on source documents and not contacting experts and stakeholders, the BBC is depriving itself of the proverbial scoop. I'm a Maltese-American and I have heard about the immigration issue currently causing religious difficulties as Malta is 95% Catholic and the new arrivals tend to be Muslim.

The pact contains a pledge to beef up the EU’s new border control agency Frontex, which has been hampered by insufficient resources. More »

Well, I guess it's got 'quality' in that it summarizes efforts of the new Europe to find common solutions to a what its countries see as a common problem. It doesn't address the causes of the migrations - many of which are European or American originally. And as someone who has known immigrants all my life, I only want to cry at the idea of closing borders in desperate peoples' faces

This article paints a broad picture of the EU's dilemma regarding immigration. It raises the issues in a fair and balanced manner. It lacks detail and depth. It is a start within an interesting debate.
