Suspensions Rise; Alternatives Sought

Faced with a report showing there were 13,159 suspensions from Hartford schools last school year - 131 more than the previous year - the school board on Tuesday gave the new superintendent tight deadlines to develop plans to train teachers in classroom management and reform the system that sends students home to serve their suspensions. The article does a good job describing the problem, but doesn't get to the bigger picture or what some of the solutions might be.
