Immigration reform should include guest worker program
Sure, foreign guest worker provisions should be reviewed under a comprehensive overhaul of our antiquated immigration laws. And, yes, employers should have to prove they can't find skilled workers within the country, and that hiring foreign labor won't affect wages and working conditions, before getting visas for guest workers.
