This is happening because people violate city ordinances aimed at protecting citizens and animals as well. A decent story that won't get much PR outside the area. Except maybe here at News Trust.

Dog owners are generally blind to the real behavior of their animals. Large loose dogs should be shot on sight.

Not clear why this local story was presented on NewsTrust. There are thousands of more significant local stories every day. Was it presented to show that this newspaper has become largely irrelevant? There is no way to evaluate most of the story.
