In my view, the EU is quite right to focus on getting the Russians to return to their positions of Aug. 7th. Russia has much to loose if there is a proliferation of new mini-states in the Caucasus. North Cyprus never did get traction, and it remains a ward of Turkey. Turkey, for that matter, regards the Georgian president as a loose cannon who could easily set off a world war. Caution and sobriety remain the keystones of policy that will be most effective in bringing greater stability to the Caucasus.
