It's sad the New York Times has sunk so low and while this is partly true that the Bush administration is prepared for another Katrina, the point is the ridiculous and even criminal FEMA is not behind this. The work is being overseen by the Defense Department. FEMA is corrupt and inept from the top down. Cheroff should face criminal charges along with the thug of a president who hired him.
