Good story but the author should have mentioned that Russia is supplying the nuclear fuel for the initial power plant at Bushehr, and Russia will keep control of the spent fuel. He might have mentioned that Iran says the new facility will enrich U-235 tol the maximum 5% purity appropriate for operating a power plant.

Russia has asked why the US and the UK did not let Russia know about this facility near Qom. The Russians want to prevent any Iranian nuclear weapons program from going forward.
