The "War on Terror" has been one of the biggest global news story since 2001. This story is saying that the primary computer programs that are used for identifying these "terrorists" is fundamentally flawed, even unusable, and creates a situation where decision makers are worse off than before. The author was unable to obtain any contrasting viewpoints, or anyone who could speak about why the computer programs were originally set up in this way. The story is incomplete without this information.
