Yes, Yhe article states the fact in the case of these brothers. I agree with the reporter that the mentally disturbed one of the brothers have much better chance to get adequate psychological treatnebt here than in Pilau. Also, since there is a Uieger community in this country, give both brothers a better chance to have a 'life'. Sending them to China will not only assure their arrest and further toture, but the might be executed because of the very tense situation between the Han Chinese and the Uigers resently.
