The only way the much needed efficiencies will be obtained is if the public buys the more efficient refrigerator/car/etc rather than the cheaper inefficient model. The only way the public will buy the more efficient model is if they perceive that in the long run they will save money by using less energy. The only way that they will percieve that there is an energy saving to be made is if the price of energy remains high. Then with the decreased demand for energy the price will come down and people will stop buying the more efficient model. Ever heard the song "there's a hole in my bucket".
