The re-establishment of wetlands, at least in North America, is simplicity itself and can be done with very little cost. First, in spring, you truncheon in deciduous trees (no, don't plant saplings - it is too expensive) around the proposed wetland and especially in the area where the water will leave the wetland. Second you leave it for two years for the new deciduous forest to grow up a bit. Third, during the rainy season, you bring in a male and female beaver and let them go.
