House passes bill to put lawmakers in spy loop

Legislation would allow Congress to block covert funds

The bill is the latest attempt by Democrats, struggling to challenge President Bush on major national security issues, to step up their role in overseeing an intelligence program they say has gone astray. Lawmakers complain that the Bush administration left most of them out of the loop on highly classified -- and controversial -- matters, including the creation and destruction of CIA interrogation tapes and Bush's warrantless wiretapping program. The house is addressing torture and extrajudicial state murders and illegal eavesdropping issues in accordance with their power of the purse. This suggests a movement toward the congress developing a spine, but further developments need to be followed. The story casts it as democrats against republicans, but the story is larger than that in that it will apply to future presidents and represents an issue of civil rights, human rights, rules of "war," and congressional oversight of what has been trending toward a dictatorship of the presidency. Important stuff.
