Phil Gramm, John McCain's top economic adviser, details actions proposed to revive dynamic growth with tax and spending reforms. The menu of actions includes taxes no higher than 25%, doubling of legal immigration, attacks on wasteful spending and reform of Social Security, perhaps raising the retirement age to 70. Gramm fears the current economy will turn sluggish before McCain takes office. This, he says, is because America has become a nation of constantly complaining whiners.
