As a middle-aged native of Alabama (now living elsewhere), I find this information distressing but not at all surprising. This sort of targeted retribution has a long history in Alabama politics, and the latest Rovian tactics produce less outrage among Alabamians than other places, simply from desensitization. That said, Americans can only hope that a new administration in the White House will hold officials acting on political vendettas accountable, and that this would have dramatic impact in places where such activity is accepted as "business as usual." Disclaimer: I am not familiar with this publication at all; I cannot assess its credibility on that basis, only that it is consistent with what I do know of Alabama's SOP.
