The title is catchy, but misleading, as this article is about morre than Rove. It is about the growing politicization of the White House, exempt from Hatch Act provisions, from the time of Kennedy, on, and how Rep. Waxman, would like to craft a legislative remedy. I woudl have liked some info on if this has been attempted before and how the efforts fared.
