Not an improvement of this story, but this one would lead logically to another well sourced, documented, and COMPILED story about which there are copious random and scattered accounts and data pertaining to:
Contractor fraud and profiteering in the contracts such as above through: Price gouging, poor/shoddy work, incompleted work and fees paid for no work performed, but paid anyway, contract add-ons for misrepresented services in the original contracts, contractor bribery, kickbacks, etc ad nauseam. This would include such things a stone-walled investigations by the DOD, et al. A ballpark $Bs paid for no products or services rendered would be interesting. (Perhaps Mr. Turse could employ the assistance of Methuselah.)
