SEOUL, South Korea — North Korea is insisting on direct talks with the United States in an attempt to obtain recognition as a nuclear state, Seoul's top diplomat said Friday, warning that the North's atomic bombs are intended to target South Korea.

Clearly shows the North's hopes for being a nuclear power in the world, also shows that the UN sanctions are having an effect.

I hope we agree to talk to the North one on one and tell them yet again that we will not allow them to become a power, but not make offers like the last time (as we have stated we will not do this) only to be duped.
