the article, by a former fcc commissioner, has an fcc history overview to mark its 74th year. he's saying that the fcc should have a lesser role than today, simply one of enforcing federal laws, and apparently not to establish policies around them. with all the means and types of mass communication which have sprung up in relatively recent years he seems out of date. without examples of past problems or future ones based on his view, nor any explanation of that law, the article is not one to recommend.
