This special report has considerable journalistic merit. The author shows the considerable knowledge of the subject gained through his service as a physician and through personal contacts with many of the ethnic groups. There is much factual information made available in a coherent way. He does not seek to over-interpret and expresses ambivalence on several key positions. He does not seek to impose personal prejudices, but carries out a careful analysis of the situation. He notes substantive differences between France and England, for example, that demonstrate his analytical skills.
