Is the government compiling a secret list of citizens to detain under martial law?

This article provides information on an apparently secret extra-constitutional and unconstitutional set of programs that intimidate and could incarcerate political opponents to a dictatorial presidency. It shows the congress having little will to inject itself. "According to a senior government official who served with high-level security clearances in five administrations, "There exists a database of Americans, who, often for the slightest and most trivial reason, are considered unfriendly, and who, in a time of panic, might be incarcerated. The database can identify and locate perceived 'enemies of the state' almost instantaneously.""

This opinion piece has little journalistic merit. The author's premise, stated in the quote, is simply wrong. Every Federal employee knows about Continuity of Government; it is required of every one of them annually. Most state and city governments have comparable programs. Most companies have similar programs. It is certain that at least 10 million persons know about COG and have some defined role. This seems typical of far-right rants about President Bush.
