if readers accept the premises in the story, there is viable mediation technique involved in the suggestion presented in the author's ideas here: that if agreement can be reached on some issues, no matter how minor, it may help the progress on further issues. the suggestion that leadership weakness isn't necessarily a barrier is interesting.
