It is a worthy goal to educate non-Americans in the US culture and language. I am for a national program to help all who are well educated to contribute to the American system and even more system and even more so where there is a shortage in a discipline. It is most irritating when I see a doctor whom I cannot understand and I wonder why this person ever got a license to practice in this country. I remember dropping classes at the University because I simply could not understand the professor and wondered why this person ever got hired.
