Why the public option matters

to make reform work we have to have an individual mandate. And everything I see says that there will be a major backlash against the idea of forcing people to buy insurance from the existing companies. That backlash was part of what got Obama the nomination! Krugman gets the economics and pretty much of the politics. He identifies a political risk.

If pre-existing conditions cannot be excluded, one can readily expect insurance companies to raise rates if there is no alternative market for health care. And whom would the politicians blame if citizens were mandated to have health coverage and the rates doubled?
