While her characterization contained hyperbole, there was enough in the language of the bills and in the public statements of … the administration to suggest that significantly reducing expenditures on end-of-life care was a primary vehicle the Obama team believed could help bend the cost curve.

This is the closest thing I’ve heard to an explanation of the death panel claim.
