This is a good article that is very well sourced through links. In reading the links it appears that there could be could be some legitimate discussion of an exemption for some overseas contracts. But the fact that it has taken almost 6 months to get a White House response and the response was summarily dumping the exemption justifies the incredulous tone of the article.
