This is hardly a breaking story. Sue Sturgis of Facing South wrote about it on May 12 and several times since then. However, coverage in the NYT helps bring national attention to the issue. While the author brings up the issue of environmental justice, the article reads like a he said, he said and a bit of a human interest story. It also doesn't show the larger context, which is that impact of coal is more than CO2 released during combustion (which gives rise to the term "clean coal"--there are problems related to the extraction.
