The story focuses on one controversial aspect of a large law that may never pass at all. The broader context should at least be mentioned. The story gives a mistaken impression that this is the only issue.

The CA utilities are no where near meeting the 2010 goals, which is noted. That this makes it highly unlikey that they will meet the proposed, drastically higher goals for 2020, is not even suggested. As usual, the LA Times has green blinders on. This is bad journalism.
