The allegations are made somewhat carefully, without some details one might suspect. The Times seems to have carefully insisted on independent corroboration of things they published. One wonders what things were alleged that they had to hold back because of no corroboration. Even the fifth from the bottom graduate of the Air Force Academy should be smart enough to avoid some of the scandals he has been in that are reported in the article. The denials should be interesting.
