This hardly rises to the level of censure. It is little more than a comment. The article seems OK, just the headline writer has gone berserk. And what is this "often described as a form of torture", how about "is a form of torture". If the Inquisition were doing it, we would have little trouble identifying it.

straightforward report of the reaction of the "UN's chief torture investigator," a special rapporteur on torture, There are errors in it, however, or verbal dodges. waterboarding is not simply 'often described as a form of torture' but is widely acknowledged legally and otherwise as torture, and the technique does not 'create a sensation of drowning' but is a form of drowning that is controlled by the torturer.

Mimimal article. Too short to be rated. Why was it even offered on NewsTrust? Unbalanced. The UN official could have been asked what he is doing the infinitely bigger issue of the well-documented massive rape, torture and murder by the armies under the UN. The issue in this article is totally trivial by comparison.
