One of my sources indicated the reason for the administration's insistence on phone company immunity is that the phone companies were deputized.

This is a strong story. I’d like a follow-up investigating which companies are involved in the program, as well as a deep historical look at similar programs (ie, the incorporated states’ hiring of pirates in the early days of the country, up through the outsourcing of military functions in the war on Iraq)
