This piece present's Giulani's positions, but fails to give the reader any perspective on these positions. How do these proposals differ from those of other candidates? There's also no expert opinion on the viability of these proposals. If they are simply announced to change the conversation surrounding the Republican campaign, why is the Sun serving as a mouth piece?

This report presents the views of Mr Guiliani and his advisors in a even-handed way. It identifies the key points and their implications. Professor Hill is surely the best informed and experienced advisor on foreign policy to any current candidate in either party, and it is good to see him quoted by name (rather than an "anonymous advisor"). Well reported.
