Senate Set for Tough FISA Debate

Although staff aides for both committees have been working to incorporate some of the Judiciary amendment's spying provisions into the Intelligence bill, the differences over immunity have been too steep to overcome in negotiations. So the Judiciary amendment to the bill will automatically be the pending amendment to the Intelligence bill.

This is the most detailed summary I've encountered summarizing the legislative process which is to take place today as the Senate starts to review the bill. What is missing is any outside voices, whether from those opposing immunity on the left, right and center (i.e. EFF, ACLU, Cato, John Birch, American Freedom Agenda and tje Constitution Project, ) or those supporting it (Bush administration, telephone companies, etc.) The story lacks coverage of the criticism of Reid for not honoring Chris Dodd's hold, which unlike those placed secretly, was announced. Interestingly, an anonymous hold on S. 849, the OPEN Government Act of 2007, later revealed under pressure to have been placed by Senator Kyl on behalf of Alberto Gonzalez, ... More »

Gives a good sense of the legislative options on the table for the FISA bill. Narrow in scope in that it is mainly focused on legislative issues, not on why there are so many different branches in this debate. Also only mentions the potential problems with reconciling with the House at the end of the piece.
