Afghan Road Project Shows Bumps in Drive for Stability
The highway has become a litmus test of President Hamid Karzai's ability to govern the country. The final links of the $2.5 billion project -- or roughly 10% of the total length -- are being held up in part by the Taliban's attacks on construction sites and workers.
