This is an unsophisticated propaganda piece. The bills that have been proposed show that the administration is intent on going to single payer and all the rest is propaganda to obscure the real destination.

Actually, it matters not at all what is in the bill since it is so broad that the bureaucrats can do what they please and what pleases them is government monopoly. There is nothing in the Medicare law that allows them to deny Social Security to seniors who don't want to join Medicare, but the do it anyway.
