Is there a Rudy Giuliani connection to the initiative campaign that would require California to abandon its winner-take-all system and potentially shift electoral votes into Republican hands in 2008? If so, it could provide fodder for Democrats who accuse Giuliani of trying to rig the election. Based on the evidence in this piece, one would be hard put not to agree with Howard Dean, the chairman of the Democratic National Committee, who is quoted therein as saying, "It looks like this effort is again tied with Rudy Giuliani. His former deputy campaign manager, Anne Dunsmore, is now leading this particular attempt."

Fairly complete background on this issue. It seems a little one-sided, but it is common for the side trying to prove that nothing is there to not have much to say. Not completely sourced.

This is a reasonably balanced report in terms of Republicans vs Democrats, but it lacks the bigger picture. It does not present any facts or arguments about the more important issue: whether having the Electoral College votes decided by Congressional District would be more or less fair than the current system. This reduces the rating of the article.
