The layout of this article makes it a bit confusing. For example, it mentions a proposal by Michael Chertoff in paragraph 2, but you have to read paragraph 15 to first learn what the proposal is. Balanced viewpoints and fairly well sourced, except that it doesn't mention any particular venue for Chertoff's statements.
